He recently shared a link from The Atlantic CityLab, which describes patterns in United Kingdom cities' evolution over time.  

The article makes the key distinction between "replicating" as opposed to "reinventing."

The economist Richard Florida has spent many years researching and writing about the dynamics of growth and change in cities.  
This is spot-on.  "If we do what they did, the way they did it, we'll get what they got" just doesn't work in complex human settings.  
The subtle differences in context and culture inevitably overcome the intentions of the presumed strategy. 
 And so...  "We'll be the next Silicon Valley" (a real example in the capital district of a Southeastern state) is extremely unlikely.  
You can try to ADAPT what they did to YOUR unique context and culture... You can learn from others, and make it your own.  Not just being "another" but being "an other."
